Закупівля проводиться відповідно до абзацу 6 підпункту 5 пункту 13 Особливостей, придбання замовниками товарів і послуг (крім послуг з поточного ремонту), вартість яких становить або перевищує 100 тис. грн, послуг з поточного ремонту, вартість яких становить або перевищує 200 тис. грн, робіт, вартість яких становить або перевищує 1,5 млн грн, може здійснюватися шляхом укладення договору про закупівлю без застосування відкритих торгів та / або електронного каталогу для закупівлі товару у разі, коли роботи, товари чи послуги можуть бути виконані, поставлені чи надані виключно певним суб’єктом господарювання в одному з таких випадків: укладення договору про закупівлю з постачальником “останньої надії” або з постачальником універсальної послуги на постачання електричної енергії або природного газу.
